All foreigners other Than Chinese and Tibetan need to obtain Tibet visa and travel permit to enter the Tibet. Tibet travel permits are issued by Tibet Tourism Bureau so you cannot apply by yourself. Tourist cannot apply their travel permit themselves. Tibet Bureau only accepts application from registered travel agencies like Nepal Motorbike Tour. Tibet permit or visa comes in paper, not in your passport. (Note: It is very important that you should know about Tibet Travel permit and Tibet Visa are different.
